
Ownership and tenure has a profound impact on the way buildings are used. An owner who seeks to rent out a building will have entirely different priorities - vis-a-vis whole life costing, asset management and so on - to those of an owner occupier. For instance, owners who rent out buildings are less likely to be interested in energy efficiency (even though it can be used to market the building) if they transfer the cost of energy to their tenants.
Equally, the physical location, the restriction of property boundaries and the sensitivity of neighbouring land uses can rule out simple spatial solutions to otherwise very complex technical problems ? see for example:
